New construction neighborhood street in East El Paso with the Franklin Mountains in the background
East El Paso, Texas is where most of the city's new construction is going up right now. Homes in the 79938 zip code sold at a median of $281,856 in July 2026, the property tax rate is about 1.97% (the lowest in the city), and homes there take about 92 days to sell against a citywide average of 65. Here's what living out here is actually like.

What is East El Paso like to live in?

East El Paso is the newest part of the city, and it is where most people are moving. Most of what you'll find out here was built in the last fifteen years, and most of what is being built new in El Paso right now is being built in 79938.

Locals call it the East Side or the Far East Side. The zip code is 79938.

The honest downside is traffic. Getting off Zaragoza or Montana at the wrong time of day adds about ten minutes to your commute. The reason it's congested is the same reason people want to live here: everyone is moving out this direction, and the businesses are following them.

That last part is real. New restaurants and businesses tend to open on the East Side first. If they do well, they eventually open a second location on the West Side. This side of town is where things get tested.

Fort Bliss families buy heavily out here, both for the commute and for what the money gets you, and most of them are using a VA loan to do it.

How much are property taxes in East El Paso?

The tax rate in 79938 is about 1.97%, which is the lowest rate you'll find in El Paso. That is the single biggest financial argument for buying out here, and most buyers don't find out about it until they're already looking somewhere else.

If you want to know whether a specific address sits in a MUD or improvement district, check the El Paso taxing districts directory.

Here's what that means on a $350,000 home:

AreaTax ratePer yearPer month
East El Paso (79938)1.97%$6,895$575
West El Paso (79912)about 2.6%$9,100$758
Horizon City2.9% to 3.12%$10,150 to $10,920$846 to $910

What new construction communities are being built in East El Paso?

Most of the newer communities out here are named some version of "Tierra." They change constantly as builders finish one phase and start another.

Right now the main one actively building is Tierra de Este 92. Lots out there are bigger than most of what else is being built.

Gateway Estates is the other one worth knowing. Some people call it Horizon, but we consider it East El Paso and the tax rate is just as low. The trade-off is smaller lots.

There used to be communities above Montana like Tres Sueños, but there is not much land left to build out there anymore.

Builders currently active in East El Paso include Icon Custom Homes, Fortune Custom Homes, Palo Verde, and Diamond Homes, along with a few others.

One thing East El Paso has going for it right now: not many HOAs, compared to Horizon where nearly every new construction community is built around one.

What do buyers get wrong when they buy new construction out here?

They walk into one model home, the builder's rep shows them every floor plan that builder offers, and they feel like they've seen enough to decide. Then they pick one.

Buying the first builder you walk into is like proposing to the first person you match with. You have not seen anything yet.

Look at five builders minimum before you commit. And watch for these:

  • The flipped floor plan. The model you walked through may be the mirror image of the house they're going to build you. People find out their home is inverted after it's too late to change.
  • The upgrades you didn't know were upgrades. The model home you fell in love with can easily have $20,000 in upgrades that are not in the base price. You find out after the deposit.
  • Building is not always the right call. If your timeline is flexible, waiting for a move-in ready home can be the better move. Builders discount those, and you skip the eight month wait.

What schools serve East El Paso?

Clint ISD serves most of the new construction in 79938. Parts of the area are also served by Socorro ISD. [VERIFY district boundaries with each district before publishing.]

Check the districts directly and look up ratings at the Texas Education Agency. We don't rank schools for clients, because the right school depends entirely on your kid and what you're looking for.

A lot of the buyers we've worked with who tell us schools are their top priority end up asking to see homes in Horizon or on the West Side. [BROKER APPROVED. Re-confirm before publish.]

Where do people go in East El Paso?

Gym: Powerhouse Gym is the one people out here actually go to.

Food: Número Cuatro is the Mexican spot people name first. Cervecería 19 and La Terraza are both worth going to. The food truck scene out here is genuinely good, and the ones people line up for are Elotes, Tacos Birria, and Flautas.

Plus every chain restaurant you would expect, because that is what happens when a part of town grows this fast.

How long does it take to sell a home in East El Paso?

About 92 days on average, as of July 2026. Citywide the average is about 65 days. Homes out here take roughly a month longer than the rest of El Paso, and that gap has been widening since November. See how we handle a listing from preparation through closing.

Three reasons:

New construction competes with you. A buyer looking at your resale can drive five minutes and tour a brand new house for a similar price. That is a real competitor and most sellers do not price like it.

A lot of sellers out here are underwater and pricing like they aren't. There are homeowners in 79938 trying to sell after only one or two years, and they price high to avoid coming to closing with a check. Those homes sit for six months to a year, and they drag the neighborhood average up with them.

There's just a lot to choose from. Between resale and new construction, buyers out here have options. If your home doesn't stand out, it looks like everything else on the list.

What makes a home in East El Paso sell fast?

A fully landscaped backyard with privacy fencing, ideally with a pool. That is the one that moves homes out here.

After that: tall ceilings, a gourmet kitchen, and no carpet.

One thing that surprises sellers: in our experience selling resales in 79938, solar panels have not added to what a home sells for. If you have them, plan around that.

What we do differently when we list out here:

  • We set the price with a plan agreed to before the sign goes up, so the price moves on a strategy instead of drifting.
  • Staging is available as an upgraded package at 1.5%, and we will cover the cost up front and get paid back at closing if you would rather not pay for it now.
  • We hold the home to a standard on condition and smell. Out here, every small thing costs you, because the buyer has ten other options.

Where do people go when they sell in East El Paso?

Two directions, almost every time.

Some sell and move west, either to the West Side or the Cielo Vista area. They're usually chasing a less congested part of town.

The rest sell and stay east, just moving into something bigger and newer. See the complete guide to buying in Horizon City and 79928. Same area, more house.

Either way it's the same transaction: sell one, buy the next, and make both close without a gap. See how we handle that and a real one we did.

FAQ

Is East El Paso a good place to buy a first home?

It's where most first-time buyers in El Paso end up, mostly because of price and the tax rate. You can get a newer 2,000 square foot home under $400,000 out here, and the 1.97% tax rate keeps the monthly payment lower than the same house in Horizon or on the West Side.

Why do homes in 79938 take so long to sell?

About 92 days on average, versus 65 citywide. New construction competes directly with resale out here, there is a lot of inventory to choose from, and a portion of the listings are overpriced by owners trying to avoid selling at a loss after only a year or two.

Is East El Paso cheaper than Horizon?

On monthly payment, usually yes, because of the tax rate. Horizon runs 2.9% to 3.12% against 1.97% in 79938. On a $350,000 home that is roughly $335 a month. Horizon also has HOAs in most new communities, and East El Paso largely does not.

How bad is the traffic in East El Paso?

Getting off Zaragoza or Montana at rush hour adds about ten minutes. It is the main trade-off of living out here, and it is a direct result of how many people are moving to this side of town.

What's being built in East El Paso right now?

Tierra de Este 92 is the most active community. Gateway Estates is the other main one. Builders include Icon Custom Homes, Fortune Custom Homes, Palo Verde, and Diamond Homes. This changes often, so ask our team what's actually available.
